SDG 13: Climate Action is the 13th of the United Nations' 17 Sustainable Development Goals (SDGs). Its core mission is to: "Take urgent action to combat climate change and its impacts."
As climate anomalies and extreme weather events become increasingly frequent worldwide, SDG 13 has become one of the most vital policy and action frameworks for governments, enterprises, and civil organizations globally in driving sustainable transition.
The United Nations divides SDG 13 into 3 outcome targets and 2 implementation mechanism targets:
①13.1 Strengthen resilience and adaptive capacity to climate hazards: Strengthen countries' resilience and adaptive capacity to climate-related hazards and natural disasters.
②13.2 Integrate climate change measures into national policies: Integrate climate change strategies into national policies, strategies, and planning (e.g., Taiwan's Climate Change Response Act and 2050 Net-Zero Transition Pathway).
③13.3 Build knowledge and capacity to meet climate change: Improve education, awareness-raising, and human and institutional capacity on climate change mitigation, adaptation, impact reduction, and early warning.
④13.a Implement the UN Framework Convention on Climate Change commitment: Fulfill the commitment undertaken by developed-country parties to mobilize jointly $100 billion annually, establishing the Green Climate Fund (GCF) to assist developing nations in mitigation and adaptation.
⑤13.b Promote mechanisms for raising capacity for planning and management: Promote mechanisms for raising capacity for effective climate change-related planning and management in least developed countries and Small Island Developing States (SIDS), focusing on women, youth, and local and marginalized communities.
1. Government and Policy Sector
●Carbon Pricing and Carbon Fee Mechanisms: E.g., the EU's Carbon Border Adjustment Mechanism (CBAM), Taiwan's carbon fee levies, and carbon trading markets.
●Energy Transition: Increase the proportion of renewable energy (solar, wind, hydrogen) to reduce reliance on fossil fuels.
●Disaster Prevention and Resilient Cities: Establish early climate warning systems and strengthen drainage and seawall infrastructure to mitigate extreme rainstorms and sea-level rise.
2. Corporate ESG and Supply Chain Sector
●Set Net-Zero Targets: Join the Science Based Targets initiative (SBTi) to formulate decarbonization pathways aligned with the 1.5°C global warming limit.
●Green Power Commitment: Join RE100 (committing to 100% renewable electricity).
●Product Carbon Footprint Accounting: Calculate carbon emissions across the entire product lifecycle to drive low-carbon packaging and green manufacturing.
3. Individual and Lifestyle Sector (UN "Act Now" Initiative)
●Green Diet: Increase the consumption of plant-based foods and reduce food waste.
●Green Travel: Use public transportation, ride bicycles, or drive electric vehicles.
●Low-Carbon Consumption: Reduce single-use plastic consumption and choose products with eco-labels or high energy efficiency.
